Since its construction in 1969 the Port has remained largely unchanged. The modernization of the Port is long overdue. With many areas near capacity, congested or unusable, the expansion of the Port's facilities and equipment upgrades will enable PAG to create operational efficiencies and maximize Port capacity. In August 2007, Parsons Brinckerhoff International, Inc. (PBI) began its work to update the agency's 1999 Master Plan. The recommendations and updates made address future PAG expansion and development based on typical commercial growth, as well as the impending military buildup. Needs assessments for the military buildup were based on preliminary information of cargo volumes and personnel relocation provided by the Joint Guam Program Office (JGPO). The final draft document was completed in April 2008.
Master Plan Update
An update of the Port’s Master Plan that reflects the organic growth of Guam and addresses the military buildup.
Financial Feasibility Study
A study put together to determine the current and future financial capacity of the Port as it pertains to the development of the Master Plan.
Legislative Approval
A legislative acceptance of the Master Plan Update.
OA/E – Selecting an Owner Agent/Engineer
Parsons Brinckerhoff was selected as the Owner Agent/ Engineer for the Port Modernization Project.
Phase 1 – Detailed Design & Construction
The ARRA Grant will be combined with loan financing and used by the Port Authority and MARAD to modernize the upland portions of the outdated port facilities. The list of items will include:
- Mobilization and Demobilization
- Terminal Buildings
- Terminal Paving for Heavy Equipment Loads
- Power, Lighting, & Electrical Systems
- Fire Fighting system
- Potable Water System
- Environmentally Compliant Rainwater Collection & Disposal
- Sanitary Sewers
- Terminal Operating System for Terminal Efficiencies
- Truck Gate Processing Buildings
- Truck Processing Systems
The Port authority’s OA/E will complete work on technical analysis and preliminary engineering for the above items this year. The Port Authority and MARAD will put the environmental permits in place for the above upland areas in Phase I. Design-build contracts will be awarded in early 2010.
Phase 2 – Wharf Expansion
The funding and loans will be used to complete the modernization of the following items:
- Marine Mobilization
- Marine Demolition
- Structural rehabilitation of Berths F-4 to F-6, F-7
- Berth Dredging
- Security Systems
- Cranes
- Top-Picks and Side-Picks
- Other Yard Equipment
- Completion of Utilities
The Port Authority and MARAD are working to put the environmental permits in place for Phase II and complete construction by early 2013.
